THE LAWS OF CRICKET

 

You may become aware that penalty runs are not being awarded in Test Matches and One Day International even though they would be justified in County Senior  League cricket under the new Laws. The reason for this is that the ICC Match Referee can take action in certain circumstances under the ICC Code of Conduct. 
The ICC have consequently decided that, where the Match Referee has the authority to impose sanctions, the penalty run provisions will not apply in order not to penalise a player and/or a team twice for the same offence.
