COMMUNICATIONS POLICY
Our
handbook is without doubt one of the most comprehensive and detailed
publications issued by any League. Administrators/managers, at
club level, have a duty to familiarise themselves with the full
range of advice and guidance provided and in turn strictly apply
the rules, which have been refined, in recent times, in order to
simplify and clarify interpretation.
The Directory, contained
within its pages, allows the goal of self- determination to be
set and pursued either internally or arising through
consultation with another club.
It needs to be said that the League, contrary to the
expectations, is not capable of offering a 12-hour “Help
line” or of providing an independent Arbitration Service to
resolve conflict.
The
officers of the league (who are all volunteers and sometimes
undertaking more than one role) have in the past been inundated with a huge
amount of telephone calls, which can create unacceptable level of intrusion.
Many of the calls concerned matters for which clear
policies and procedures are laid out in the handbook or could
have been resolved by consultation within the club and including
their league representative who very often possess a wealth of
experience and knowledge.
In
many cases it would appear that picking up the phone was the
first option exercised, rather than the last.
The instigators of phone calls although not intending to cause difficulties
often do so.
The Executive of the league has decided that matters
cannot continue in this manner without risking resignations by
the leagues “key workers”.
The
League Officer’s with specific responsibilities should only be
contacted by the communication method detailed next to their
names and relating to the post they occupy. Only matters associated with
their responsibilities should be transmitted via this route. For example, direct communication with our
Chairman (Gordon Cooper), in any circumstance, is no
longer acceptable
and consequently information concerning his home address,
telephone, mobile, Fax and E-mail address are not published in the handbook.
In
the case of disputes, complaints and other general issues this
should be communicated in
writing to
the League Secretary (Richard Seddon) OR alternatively
transmitted via the League’s, E-Mail
address heavywoollen@hotmail.co.uk.
The person opening the mail will determine whether its content
can wait for consideration at the next meeting of the Executive
Committee or not.
If it is considered to be of a pressing nature it will be dealt
with by a Special Emergency Committee (SEC), comprising a small
group of officials, who will not be named and may be changed to
suit circumstances. The outcome of the SEC’s decision to be
conveyed to the club(s) concerned by E-Mail in a corporate
fashion withholding the identity of those individuals involved
in the process.The SEC’s adjudication will be made without fear or favour and
the outcome shall be regarded as final without recourse to
appeal or further discussion.
On the inside cover of the 2008 Handbook will be details of all
the meetings being held by the League up to and including the
Annual General Meeting, in December. The club’s league representative should
make a note and make early provision to attend, on the dates
shown, since this may be the only intimation given of the
meetings, venues etc and recognise the consequence of
non-attendance is a fine being levied against the club.

proceedings of all meetings, irrespective of type, will be
