COMMUNICATIONS POLICY
There
are 122 teams entered in our League for season 2009 covering all
age groups –without taking into account cricket organised on
behalf of the League’s representative sides involving six different age groups.
This
graphically illustrates the measure of administrative call on
our workforce.
Our Handbook is, without doubt, an extremely comprehensive /
detailed publication and administrators/ managers, at club
level, have a duty to familiarise themselves with the full range
of advice and guidance provided and in turn strictly apply the
rules, which have been refined, in recent times, in order to
simplify and clarify interpretation.
The Directory, contained within its pages, encourages the
objective of self- determination to be achieved either
internally or arising through consultation with another club. It
needs to be said that the League, contrary to the expectations,
is not capable of offering a 12-hour seven days a week
“Help line” or of providing an independent
Arbitration Service.
Last season some officers of the league (who are all volunteers
and sometimes undertaking more than one role) were regularly and
quite unnecessarily contacted by telephone, which, in simple
terms,
constituted an unacceptable level of intrusion.
Many of the calls concerned matters for which clear policies,
rules and procedures are laid out in Handbook or could have been
resolved by consultation within the club, particularly with
their league representative who often has a wealth of experience and
knowledge to draw on. In many cases it would appear that picking
up the phone was the first option exercised, rather than the
last. However, it is accepted that the instigators of these
phone calls were clearly not intending to cause difficulties but in
actuality they did.
The Executive Committee has decided that
matters cannot continue in a similar vein without risking
resignations by the leagues “key workers”. In consequence
the contact telephone numbers of the League’s Executive Officers are, purposely,
excluded from the Handbook in order to protect and safeguard
their privacy. Team managers and others are asked to respect the
non-telephone policy, which is currently in place, and are
requested to not seek ways around it. The required communication
protocol with the League is by
E-mail
or Fax. This will allow league officials to manage their
communications more effectively at a time convenient to them and
hopefully will provide an overall better service than a fraught
phone call made at prime family time/during meals.
The League Officer’s with designated
duties should only be contacted by the communication method
published next to their name in the Handbook and should only be
approached with issues relative to the post they occupy. It is for noting that the
Fixture Secretary, as a general rule, is responsible for pre-match
issues,
which may arise, NOT the Results Secretary. The Results
Secretary, generally, processes matters arising after
the event
unless
otherwise stated in the Rules such as squad nominations for
domestic Finals and notifications concerning re-arranged matches
and associated revised dates/venues, as fixed by clubs.
The Registration Secretary is the only person handling player
registration material, on behalf of the league, and the
previous practice of allowing inclusion on result sheets ,in
respect of new players, is discontinued with effect from season

In the case of disputes, complaints and other general issues
these should be communicated by post in
writing on signed official club letter headed paper, or e-mailed
as an attachment,
to Richard Seddon, the League’s
General Secretary. On receipt of such, League personnel will
determine whether its content can wait for consideration at the
next meeting of the Executive Committee. If it is considered to
be of a pressing nature it will be dealt with by a Special
Emergency Committee (SEC), comprising a small group of
officials, who will not be named or identified in the Handbook.
The outcome of the SEC’s decision will be conveyed to the
club(s) concerned by E-Mail in a corporate fashion withholding
the identity of those individuals involved in the process. This is to
ensure that harassment; abuse or nuisance is not directed at any
official in the post decision period. It should be appreciated
that the SEC’s adjudication will be made after due
consideration and consultation and the decision reached shall be
regarded as final without recourse to appeal or further
discussion.
Details of all meetings held by the League can be found on the
inside front cover of the League Handbook, up to and including
the Annual General Meeting
in December. The club’s league representative should make a
note of relevant dates and make early provision to attend, since
this may be the only advance notice given of the meetings,
venues etc recognising the consequence of non-attendance is a
fine being levied against the club.

recorded and may be accessed/downloaded on or from the this

The contact details
of all key club officials are listed in the Handbook under the
heading DIRECTORY OF CLUBS IN MEMBERSHIP and are also published
on the League Website to be accessed by clicking onto the
relevant club name listed under the heading CLUBS IN MEMBERSHIP,
located on the Home Page.
Any changes made to officials, as shown in the Handbook, should
be brought to the attention of the Website Manager by e-mail geoff.lowe5@btopenworld.com.
The amendment will be thereafter be published on the website as
soon as possible.
